West Virginia House of Delegates Considers Succession Bill

Charleston, WV (HNN) – After member of the WV legislature weakened a U.S. Senate succession bill proposed by Gov Joe Manchin, a modified one has been passed by the 29-1 by the WV Senate. The House must still pass a bill. They meet to do that on Saturday, July 17.
 
The bills differ in how they schedule a “primary” and “general” election to replace the late Robert C. Byrd.
 
Under the House version of the bill, there would be no equivalent of a ‘primary’ election should only one candidate file. The Senate’s version would hold a special primary Aug 28, which would cost the state around six million dollars.
 
Earlier, a proposed bill had been deemed as “too political.”
 
One of the controversies --- it does not allow a candidate already on the ballot to run for both positions. The GOP favorite, Rep. Shelly Moore Capito, is running for her sixth term in the House. But, it would allow Gov. Joe Manchin to throw his hat in the ring for Byrd’s full term.
 
The House version provides that no special primary would occur if only one person files for a party’s nomination. Other differences: The House provides succession rules for future elections, but the Senate version pertains only to the current issue of replacing Senator Byrd.
