Council Passes Synthetic Cocaine Ordinance

Huntington, WV (HNN) – Council completed its 2010 agenda in a cordial , professional manner that has become a stalwart of sessions under the Wolfe Administration.
One of the reasons for more swiftly flowing council meetings come from the institution of the committee referral procedure between first and second readings. The committee process, which resembles the state legislative format, allows for more intense discussion when a proposal remains in a fuzzy place between draft and final. It’s open for amendments and, if necessary, additional research or tweaks before reporting the matter back to the full council.
Four of the 13 agenda items were referred to committees for further discussion, including a natural gas contract, a B & O incentive to attract larger projects to locate or even annex into Huntington, and a revisit of the threshold purchase amount that requires council approval. The fourth ordinance which related to employee drug testing was sent to the personnel committee.
A prohibition on the possession and sale of synthetic cocaine passed 10-0 (Scott Caserta , the sponsor, was absent). In addition, council heard reports of a few gas stations still selling synthetic marijuana, but Police Chief Holbrook indicated that those sales had been stopped.
City Attorney Scott McClure indicated a separate ordinance or an amendment to the synthetic marijuana ordinance which adds a prohibition on the possession of the substance will be ready by the first council session of 2011.
