Huntington Council Chairman Opines “We’re Not Seeing Savings from Four Day Week”
Insco Concerned About First Quarter Overtime Expenses

Huntington, WV (HNN) – City Hall may be closed on Friday, but Council Chairman Jim Insco interprets the Fiscal Year 10-11 Financial Report as “We’re not seeing savings by going to a four day week.”
Insco revealed that “eleven of the 18 departments are over 25% in their expenditures. Some of that could be related to contractual obligations that are usually paid in the First Quarter, but there are salary line items above 25%. ”
He questions how “comp time” is accrued. “Comp time” has increased due to the compressed work schedule for certain employees.
“I don’t think anyone to my knowledge knows the exact numbers of comp days accrued , when we went to a four day work week,” Insco said.
Insco told HNN that overtime is another possible trouble spot.
“The overtime budget in our police department is way above 25%. That’s a huge concern. It should be no surprise because we removed money from the overtime budget, we asked the chief to do that, so there’s no surprise that it’s happening. But it does cause a concern that money has to come from somewhere in the Third or Fourth quarter.”
As for revenue collections, Insco stated the report indicates two sources of revenue are behind at a time they were “historically normally up.” Using his words, ““It concerns me that a couple of revenue numbers are below the 25% (threshold a quarter of the way into the fiscal year), especially the ones that are “historically normally up.”
Although he is not a member of the Finance Committee, Insco predicted that some of these issues will be discussed at the Wednesday , Nov. 17 Finance Committee meeting. The meeting is at 6:45 p.m. in Council Chambers.
Steve Williams is the chairman of the Finance Committee.
