Council Amends Penalties for Illicit Dumping
Approves Sanitary Board Bond Sale

Huntington, WV (HNN) – Huntington City Council took advantage of an opportunity to initiate storm water MS4 (Municipal Separate Storm Sewer) programs without the complication of approving a separate utility.
Kit Anderson, assistant public works director, had previously informed council that at a surprise audit of the city’s efforts to curtail storm water and sewage overflow, regulators stressed getting “something on the books,” even if it’s not the comprehensive plan.
The ordinance would impose a fine of up to $500 and/or 30 days in jail for improper dumping of illicit discharges into the sewer system, such as oil. Each day that the dumping occurs is considered a separate offense.
In other business, council unanimously agreed to the Huntington Police Department purchase of two Chevrolet Tahoes (through a Justice Assistance Grant) , as well as resolutions allowing the Huntington Fire Department to accept grants for hazardous/confined space training, development of a continuity of operation plan, a portable generator for the downtown station, and re-organization within the fire prevention bureau.
Council approved the issuance of $2.6 million dollars in bonds to complete council’s already approved gravity sewer rehabilitation (13th St. W . and 19th St. E.) and replacing pumps at the Richmond Street, Oak Street, 22nd Street and Krauts Creek pump stations.
Councilman Steve William asked bond counsel to affirm that this new indebtedness would not raise sewer rates. Bond counsel John Stump of Steptoe & Johnson confirmed that they would not.
Finally, Huntington and Cabell County will jointly participate in the annual “safe trick or treat” sponsored by The DAWG. The event runs from 6-8 p.m. October 28. Eighth Street between Fourth and Fifth Avenues will be blocked to vehicular traffic for the event.
