Huntington Council and Finance Committee Meets Today

Huntington, WV (HNN) – First readings and routine resolutions dominate the Huntington City Council meeting, Monday, August 23, at 7:30 p.m. in Council Chambers at City Hall.
However, prior to the council meeting the Finance Committee will meet. According to an earlier interview with Finance Chairman Steve Williams , a preemptive discussion of revenue flow may be on the committee’s plate, although not on the official agenda.
Another non-listed possible agenda topic --- the revised Home Rule plan for Huntington contains (on line pg. 17-18) under “Other Fiscal Flexibility Proposals” a Tax on Restaurant and Bar Receipts and a proposal to loosen restrictions on revenues received from the Coal Severance tax.
Williams told HNN last week that he will proposed that those items be dropped. They were apparently part of the original presentation.
In addition, council has litigation with which to contend. At the work session, Russ Houck asked questions to the city’s proposed insurer about coverage for council members. Referring to ruling in the prior Huntington Marine litigation, which concerns a proposed barge facility in Westmorland, Houck pressed the insurer on whether the body would slip into disobedience of a court order if they decided to object to the most recent Huntington Marine proposal .
Second, on Aug. 10, Michael Hanley and Angela Hanley filed suit against the Huntington Sanitary Board, City of Huntington and James Ashworth. The suit claims that Michael Hanley was wrongfully terminated from employment at the Huntington Waste Water Treatment plant on Aug. 11, 2008.
Finally, council must be mindful of potential challenges to the home rule ratification of the occupation and municipal sales tax. An informed source has confirmed to HNN that the Cabell County Commission in its role of protecting the interests of citizens living in the county has emerged as a likely candidate for challenging the decision. However, they apparently want to wait until option are exhausted i.e. the state home rule authority approves the actions of council before heading to the West Virginia Supreme Court of Appeals.
COUNCIL AGENDA
The first readings, which must go for review, to the Finance Committee prior to the council meeting include contracts to purchase rock sale (for ice removal), priority list demolition at $2.25 per square foot, and asbestos abatement at $2.20 per square foot.
The city’s liability insurance contract with Partners Insurance will also receive its first reading.
Currently, the resolutions include the addition of a federal grant to the fiscal 2010-2011 budget, as well as “pass through” fiscal agent grants on behalf of the Governor’s Highway Safety Program, Healing Place, Jeff George Hospital House, YMCA Kennedy Center, and YMCA Youth Center.
Both the Finance Committee meeting prior to the council meeting and the council session will be televised live on Comcast Channel 24.
