Board Meeting Announcement – Public Comment Meeting

Location: 2850 5th Avenue, Huntington, WV (Board Meeting Room)
Date/Time: Thursday, July 22, 2010 from 5:30 PM until 7:00 PM
Purpose: To obtain public input regarding the Cabell County Board of Education’s plan to build a new middle school on the property known as University Heights. The site plan approved by the new school’s Design Committee and the conditions on the School Building Authority grant funding make it necessary to tear down the building listed on the National Register of Historic Places as the “West Virginia Colored Children’s Home.” This project is subject to review by the State Historic Preservation Office (SHPO) under Section 29-1-8 of the West Virginia Code and Title 82, Article 2 of the Code of State Regulations, and the Board is holding this meeting to provide a reasonable opportunity for members of the public to participate in the SHPO review process.
Meeting format under Board Policy 0169.1:
a. There will be a brief presentation by the Board’s staff regarding the project prior to the public comments.
b. Interested persons must sign up to address the Board no later than five minutes before the meeting is to begin.
c. Each person requesting to address the Board will be recognized by the Board’s president and given up to five minutes to make comments regarding the project. The meeting time period will be divided equally among participants if the number of requests exceed the 90 minutes designated for the meeting.
d. No person will be allowed to speak more than once.
e. No person will be allowed to yield his/her time to another participant.
f. The public comments will be recorded and submitted to the SHPO.
g. The members of the Board will be present to receive public comments and ensure that the comments are submitted to the SHPO; however, the Board will not respond to comments during the meeting.
