Huntington Service Fee Projected $300,000 Shortfall Means Paving Postponement

Huntington, WV (HNN) – “I remain committed to ensuring that the monies generated and expended by the user fee will continue to be used for police, street resurfacing and traffic engineering,” Mayor Kim Wolfe emphasized during a Friday afternoon, June 4 news conference.
The administration has received criticism for its decision to wait until spring to continuing the paving program. However, a look at service fee collections indicates that with the loss of jobs within the city, service fee revenues have declined.
Fiscal estimates for fee projections indicate that job losses reduce the annual total to $300,000 less than expected.
Finance Director Deron Runyon has as promised by the administration transparently posted the numbers as well as expenditures from fee collections.
The 2010 service/user fee milestones were the hiring of seven new officers, purchase of five cruisers, hiring a full time and part time civilian, the hiring of a sweeper operator, the purchase of five vehicles in Public Works (pick up truck, 2 bucket trucks, flusher truck and backhoe) and the paving projects enumerated on the sheet. Equipment purchases have been made with the user fee, under lease purchase, which places an obligation on future revenue.
A list of roads paved through the fee are contained in the document.
According to the statistics provided, user fee collections were budget at approximately $4.85 million and to date (April 30) only about $4.01 million have been received. The final two months (May and June) are projected to boost the fees to $4.54 million, representing a $310,000 shortfall over budget projections.
The 2009 fiscal year projection for the user fee was $3.4 million and the final revenue collected was $3.15 million dollars.
