Charleston, WV (HNN) – Depending upon when you start counting, the number and types of proposed citations, citations, appealed citations, paid citations and ignored citations at the Upper Big Branch Mine. In fact, the mine received some proposed citations the day of the blast.
Late Wednesday night, a vigil of people walked the sidewalk in Whitesville, WV --- about five miles away from the mine where four miners are missing and at least 25 have died.
